It's supposed to be rare. The class text literally says almost never seen. If everyone had it it wouldn't mean anything.

Agree with this. Something like a long quest chain in Sun City that rolls you one guaranteed Sun slot. Keeps it rare and makes it something you earn.
i like that its rare tbh. when i see a sun player in the courtyard everybody stops to look
until 300 people make 40 characters each and the courtyard is full of them
